OP governs the Superchain, and the Superchain is bigger than Optimism
The OP Stack is open-source software for launching layer 2s, and a great deal of what people use day to day is built on it — Base, Zora, World Chain and others. Together those chains form what Optimism calls the Superchain, sharing standards and a portion of their revenue with the collective. OP is the governance token for that collective rather than for one chain. That is a materially different proposition from a token that governs a single rollup, and it is the reason OP's fortunes are tied to chains that are not called Optimism.
Two houses, and money paid backwards
Optimism's governance is deliberately split. The Token House votes with OP on protocol upgrades and treasury spending. The Citizens' House holds non-transferable citizenships and allocates Retroactive Public Goods Funding — money paid to projects for work they have already done, on the argument that it is far easier to agree what was useful than to guess what will be. Nothing else at this scale in crypto is organised this way, and it is where a significant share of the OP supply has gone.
